Stephen J. Barth – Chairman of the Board
Stephen has been a Director of the Company since March 2011 and was appointed as Chairman of the Board in April 2012 following the retirement of Texcom’s former Chairman and CEO. Stephen currently serves as CEO of Coastal Caverns, Inc., a subsidiary of Vitol, that is developing salt caverns for storage of liquid hydrocarbons on the historic Spindletop Dome in Beaumont, Texas. He has a degree in Business from Columbia College in Missouri, has more than 15 years experience in the field of energy and related services, and has developed numerous projects involving commodity, capital and services.
Randy Lowry, Jr. – Independent Director
Randy joined Texcom in July 2011 as a Director. He brings to Texcom nearly 40 years of seasoned experience and entrepreneurial expertise focused on the exploration, development and production of oil and gas prospects in the Gulf Coast regions of Texas and Louisiana. Among many senior leadership roles, Randy currently serves as President of Union Gas Corporation, an independent E&P company he founded in 1996, which has since developed seven significant Middle Wilcox fields in Texas, drilling over 180 wells with total footage of 2.5 million feet and a cost of $750 Million. Presently, Union Gas is the operator of over 50 wells in Southern Texas and Southern Louisiana. In addition, he also serves as the Founder and Manager of Union Gas Production Partners; Co-founder and President of Union Gas Operating; and President of Dominion Minerals, a company he founded in 1989. He began his career in the oilpatch with Texaco, Inc. in 1974 and later worked for C&K Petroleum until 1980. In 1981, Randy opted to become an independent producer, founding and operating several E&P companies prior to the formation of Union Gas, including Lowar Exploration Co. and L&L Drilling.
Wallis T. Marsh – Independent Director
Wallis has been a Director of the Company since December 2010. He is the founder and CEO of the Extex companies, independent energy companies engaged in the acquisition, production, exploration and development of oil and gas with current operations concentrated in Texas, South Louisiana, and Southwest Arkansas. A petroleum engineering graduate of the University of Oklahoma, he worked earlier as a production and facilities engineer for Texaco and ARCO in Texas, California and in the Gulf of Mexico. While at ARCO, he was instrumental in the redevelopment of the Long Beach Unit, Wilmington Field - the second largest water flood in the United States. Wallis has extensive experience in injection of produced saltwater for purposes of enhanced oil recovery. He co-founded Extex Production, Inc. in 1996 and Extex Operating Company in 1998, opening primary offices for the Extex Companies in Houston, Texas in 2000.
Jim Roth – Independent Director
Jim joined Texcom in December 2011 as a Director. He currently leads the Natural Resources and Alternative Energy Practice Group at the Oklahoma City-based law firm of Phillips Murrah, and also serves as President of A New Energy, LLC, an energy consultancy specializing in energy policy and energy developments throughout the United States, and representing regional and national energy companies and foundations. In addition to serving in public office as an elected Oklahoma County Commissioner from 2002 through 2010, in June 2007 he was appointed to the Oklahoma Corporation Commission by Governor Brad Henry. In this role, he oversaw responsibility for the regulation of oil and gas activities, energy policies, public utilities, telecommunications, transportation, petroleum storage tanks, pipeline integrity and safety and consumer services for the State of Oklahoma.
Jim is a member of the Oklahoma, Kansas and American Bar Associations, the Past-President of the National Association of Civil County Attorneys, and a Certified Mediator. Jim earned a Bachelor of Arts degree in Political Science/Pre-Law from Kansas State University and a Juris Doctorate degree from Oklahoma City University School of Law. He also holds graduate certificates from Harvard University’s Kennedy School of Government, the U.S. Air War College’s National Security Forum at Maxwell Air Force Base and the Institute of Public Utilities at Michigan State University.
James Short – Independent Director
James has been a Director of the Company since December 2003. Beginning in March 1984, he has served as Vice President, Secretary, Treasurer and Director of Sabine Storage & Operations, Inc. Previously, he was Senior Vice President and Director of Coronado Transmission Company from August 1979 to February 1984; and from November 1972 to July 1979, he served as Vice President of LoVaca Gathering Company. From March 1971 until joining LoVaca, James was a Gas Acquisition Representative for Cities Service Gas Company. He began his professional career in June 1966 working for Crude Oil Supply with Cities Service Oil Company after receiving his Bachelor’s Degree in Business from the University of Tennessee.
John P. Wade, CPA, JD – Independent Director
John joined Texcom in July 2011 as a Director. Both a Certified Public Accountant and Attorney, he currently serves as Senior and Managing Partner of Wade & Company, LLP, a public accounting firm based in Houston, Texas. The firm specializes in representing high net worth individuals, estates and trusts, and major corporate clients, advising on general domestic tax planning with an emphasis on mergers and acquisitions, reorganizations and consolidations, choice of entity considerations, income tax planning and estate planning. After graduating from Texas Christian University with a Bachelor of Business Administration and Accounting degree in 1969, he worked for the next 11 years in the tax department of Arthur Anderson, where he succeeded in building a substantial client base of individuals, trust and corporations – most of whom are still clients of his today. John also earned a Doctorate of Jurisprudence from South Texas College of Law and is an active member of the American Institute of CPAs, Texas Society of CPAs, Houston Society of CPAS, State Bar of Texas and the Houston Bar Association. In addition, he serves on the Board of Directors for both Quality Electric Steel Castings, Inc. and American Speed, Inc., and is a member of the Advisory Board of Post Oak Bank, N.A.
